A 31-year-old Rockland man is facing multiple charges after being found driving under the influence of both drugs and alcohol. Early Tuesday, Russell OPP responded to a report of a car running a stop sign and leaving the road at Concession Road 7 and Boudreau Road.

Officers noted the vehicle was heavily damaged and discovered cannabis inside. The driver, Jean-Francois Montminy, was taken in for testing, which confirmed impairment. He has been charged with impaired operation of a vehicle by alcohol and drugs, having care or control of a vehicle with cannabis readily available, and failing to stop at a stop sign.

Montminy was released pending a court appearance on Jan. 14, 2026. His licence is suspended for 90 days, and his vehicle was impounded for seven days.
