A 69-year-old man previously convicted of second-degree murder has been arrested in Windsor for allegedly driving while impaired and breaching his parole conditions. The incident occurred on the evening of August 12, when police responded to a collision near Tecumseh Road East and Lincoln Road. A black SUV had come to rest with its front end atop a parked car.

When officers arrived, they observed signs of impairment in the driver and detected a strong odor of alcohol. The driver was identified as Bryan Hellam, who has been under strict parole terms since his 1992 murder conviction, including a ban on alcohol use.

Hellam now faces charges for impaired driving, exceeding the legal blood alcohol limit, and violating a release order. Windsor police are encouraging the public to report any individuals breaching parole or release conditions.
